Display Energy Certificates and Advisory Reports

These certificates are also known as Operational Certificates, as the energy assessment will include the amount of fuel used over periods up to 3 years as part of the calculation.

The Certificate will be applicable to all publicly accessed or publicly owned buildings over 1,000 sq meters and will need to be updated annually. You will need to display a certificate clearly to the public by 1st October 2008.

Property Managers affected by this law will need to have annual energy meter readings available and are advised by the Government to start collecting this information now in order to be in a position to obtain a certificate by the deadline date of October 2008.

Non Domestic

The Government have announced the following timescale for the introduction of Non Domestic Energy Performance Certificates which will be required at point of sale or rent as follows:-

• Buildings over 10,000 sq meters 1st April 2008
• Buildings over 2,500 sq meters 1st July 2008
• Buildings below 2,500 sq meters 1st October 2008

However, the Government have now introduced transitional implementation for buildings already on the market before 6th April 2008.

The cost of an EPC for non domestic buildings is not just be based on size but also on the complexity of the services in the building such as air conditioning and ventilation.

Commercial Property Design Stage Assessments

Commercial property must comply with Building Regulations Part 2LA and will require Building Emission Rates (BER) and Target Emission Rates (TER) to be calculated and submitted as part of the planning application.
